In some of my drawers I haven’t change them since I started using these in 2015-16. They are pale yellow but so far no pests, I’m not sure if they still do work or I have no pest in my room.

I don’t know US but as far as CITES papers the permit is only needed when specimen is crossing a border. Insert box into a large ziploc bag and freeze it for few days, unfreeze, wait couple of day and freeze again for few days. Double freeze make sure all adults, larvae and newly hatched larvae from possible eggs will die. Wait 24 hrs before you remove box from the bag after you take out of the freezer...

Thysania agrippina has only 2 pairs of prolegs and the larvae on the photo has at least 3 or 4 but the fourth one is not really visible. Unless the larvae add one more pair while grow?
